It all began with a synonymous online post. 


The racially charged piece, further asserts, “The illegal immigrants are drilling boreholes at half price because they do not pay tax, they do not pay NSSA's mandatory one percent, and do not contribute to Zimdef.”

Without offering proof to such wayward claims, it can be deduced that the article only sought to soil the image of the Indian community in the cutthroat industry, which has witnessed a sharp rise in drillers. 

The source of the bigoted utterances could not be attained, but it can be traced to local borehole drilling competitors who feel threatened by cheaper rates offered by the Indian drilling companies.

Additionally, some of the borehole drilling entities are deliberately breaking the rules that they blame the so-called Indians to be flouting. “Some of the Indians' rigs are not registered and they are using Temporary Import Permits for the vehicles,” the article further says.

The jealousy that is dripping from the article shows how the companies are impacting the revenue earned by local players, causing them to call the anti-corruption unit to investigate them. “The Zimbabwe Anti-Corruption Commission needs to investigate these Indians as they are working with people from the country's immigration department to avoid deportation.”

With the country facing serious water problems for the past two decades, the crisis has created an avenue for more borehole drillers in the country. According to the article, “Zimbabwe has over 15 local borehole drillers who have the capacity to service the entire country and meet demand.”

A review of the leading companies shows that there are ten leading companies in the country offering the same services, and at least one company made it into the top ten. On average, it costs around US$1,250 to drill a borehole in the country, with installation costing a further US$950 on average. For sites outside Harare, there is an extra charge for mileage.

It is not clear how these prices are derived, though some are relatively overpriced since they are mainly quoted in foreign currency. Local companies are, however, failing to meet the growing demand, exacerbated by a lack of running water in the majority of residential areas, population growth, and reduced investment in water provision by many municipalities that are burdened with water a decaying water reticulation system. The entrance of Indian players is a blessing rather than a burden.

However, a survey of the Indian drilling companies shows that they charge US$950 for drilling, making them much cheaper than their peers. And this has ignited a pricing war within the essential industry. But what makes the Indian companies charge lower prices.

An employee within the industry says, “The Indian Drillers use a single truck with both the rig and compressor, making it relatively cheaper to operate, compared to some companies that use two trucks for the same job.” The Indianans are also flexible, and willing to negotiate their drilling prices.

Rather than fight, there is a need to embrace each other, since competition is healthy and benefits clients.

“The onus is upon the local borehole drilling companies to come together and create an apex body which will represent them and defend their territory.” To date, there is no regulatory body monitoring the borehole drilling players, leaving clients vulnerable to exploitation.
